Senior Project Manager – Minneapolis PHA

Salary: $30.69 – 37.84 per hour

The primary purpose of this position is to plan, coordinate, implement, and complete real estate development and construction projects. The incumbent also serves as the lead staff member for compliance with OSHA and MN State Department of Health regarding lead based paint (LBP) and asbestos containing materials (ACM) and/or takes the lead in researching advancements in design and construction for MPHA physical assets.

All activities must support the Minneapolis Public Housing Authority’s (“MPHA” or “Authority”) mission, vision and values.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Plans and implements all project phases, including coordinating design development, construction documents, procurement/bidding, construction, and closeout. Utilizes project management tools to effectively manage, document, and monitor projects including but not limited to checklists, scheduling and budget tracking software, etc.
  • Works with department leadership to develop project scopes and plans that adhere to MPHA construction and livability standards and HUD modernization and development guidelines; ensures all project architectural/engineering plans and construction contracts comply with project objectives.
  • Works with department leadership to develop project budgets and cost analyses; develops project schedules to ensure timely obligation and expenditure of project budgets; monitors project budgets and manages change orders; reviews/approves invoices and ensures all documentation and project requirements have been satisfied before approving payment to vendors.
  • Coordinates all procurement activities necessary for project planning and implementation and ensures compliance with MPHA and HUD procurement policies, procedures, and regulations. Works with other MPHA departments and external consultants to prepare bid documents and other solicitations for goods and services; participates in consultant and contractor review panels and provides recommendations for contract awards.
  • Reviews consultant work plans or personally prepares basic plans and specifications for contract documents for professional services and various types of construction contracts. Provides the overall administration of contracts in compliance with MPHA, HUD, and generally accepted industry practices for design and construction activities.
  • Inspects work, equipment and materials for compliance with plans and specifications. Advise contractors of needed corrections and resolves quality, performance, or job site problems.
  • Ensures clear and consistent communication with all project stakeholders, including property management and other agency staff, MPHA residents, vendors, community partners, etc. Works with External Affairs and other department staff to implement a robust resident engagement plan for all construction projects.
  • Coordinates the preparation of applications, proposals, contracts and other documentation for modernization, disposition, acquisition and development projects and activities.
  • Assists in the inspection, compilation, valuation, and prioritization of physical needs of MPHA’s properties.
  • Works with department leadership to develop and maintain development and modernization standards that incorporate MPHA livability standards and HUD modernization and development guidelines. Researches advancements in construction materials, products, or techniques and sustainable design and construction; makes recommendations to department leadership on testing or implementing said advancements.
  • Takes on a leadership role in supporting and guiding other department project management staff to further department goals and objectives. Develops project management standards and tools to ensure consistent and quality project implementation which includes but is not limited to due diligence checklists, filing standards, schedule and budget tracking, warranty/closeout procedures, etc. Works with project management staff to ensure consistent compliance of standards and use of tools.
  • Holds and maintains Minnesota Department of Health (MDH) approved Lead Base Paint (LBP) supervisor certification and Asbestos Containing Materials (ACM) supervisor certification recognized by the EPA, HUD, and MNOSHA.
  • Provides direction and oversight of department’s hazardous materials mitigation work, including worker safety and associated materials handling. Provides recommendations to property management on maintenance and capital improvements issues; assists with non-routine or extraordinary maintenance work as needed.
  • Serves as backup for other Project Management staff during their absences.
  • Performs other related duties as assigned.
