The Albert Lea Housing and Redevelopment Authority (ALHRA) is inviting qualified professionals to
apply for the role of Professional Housing Development Consultant. This position will focus on the
redevelopment of ALHRA properties and furthering the agency’s mission through new development
initiatives.
The ALHRA owns and operates 176 units of housing: Shady Oaks building is a 8 story high-
rise with 126, one-bedroom units; the scattered site buildings are located through out Albert Lea, MN.
The scattered site units include: 20 2-bedroom; 25 3-bedroom and 5 4-bedroom units. Applicant
preferences include elderly, disabled, veterans, victims of domestic violence, working families, and
Freeborn County residents.

The Albert Lea HRA is funded by the Department of Housing and Urban Development (HUD) project
and, therefore, subject to all HUD rules and regulations, and processes and procedures. Whether this
project moves forward will be subject to funding availability from the HRA and/or HUD. The
Professional Housing Development Consultant(s) will report directly to the Executive Director and serve
as a key advisor throughout the implementation of the ALHRA Development Plan.
The HRA is seeking a qualified consultant to conduct project planning, assist the HRA through bidding
and awarding of contract. The proposals will be evaluated by the Albert Lea HRA staff on the basis of
project understanding and cost. Experience with HUD procedures and processes, funding sources and
procedures proposed for use in this project will be important. Deadline for Submission: October 20, 2025
