Salary: $91,436.80 – $152,755.20 Annually

Hours of work: 8am – 5pm Monday through Friday

Minimum Qualifications of Education and Experience

Bachelorโ€™s degree from an accredited college or university and four (4) years of experience in a similar position as listed in the work functions.
OR
Masterโ€™s degree from an accredited college or university and two (2) years of experience in a similar position as listed in the work functions.
OR
Combination of education and experience equivalent to eight (8) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driverโ€™s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under general supervision, the Program Manager provides leadership and oversight to staff delivering housing stability and supportive case management services across field-based settings and several supportive housing locations. This position supervises the staff and partner agencies operating within these housing sites and ensures that services remain coordinated, effective, and aligned with evidence-based practices. The Program Manager supports a collaborative, inclusive, and growth-oriented team culture where employees can reach their full potential. Supports a diverse, respectful, and inclusive workplace.

The Program Manager plays an essential leadership role in Olmsted Countyโ€™s involvement in the Any Path Home initiative, helping to align local programming with the communityโ€™s shared priority to prevent and end homelessness. This position also participates in and provides leadership to the Olmsted County Homeless Response System and serves on internal Olmsted County teams dedicated to addressing and reducing homelessness.

  • Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.ย 
  • Serves as a key representative for Olmsted County in advancing the Any Path Home initiative and ensuring program efforts support the communityโ€™s shared goal of ending homelessness.
  • Participates in and provides leadership for the Family Homeless Response System, contributing to coordinated strategies and county-wide efforts to reduce family homelessness.
  • Cultivates a culture of professional growth, fostering a work environment where staff feel supported and empowered to reach their full potential.
  • Evaluates program effectiveness using data, client experience, staff feedback, and outcome measures to guide program improvements and decision-making.
  • Completes required reporting for local, state, and federal grants supporting supportive housing and case management services.
  • Provides consultation, training, and oversight related to eligibility, workflow processes, program integrity, and service quality.
  • Develops and implements policy and procedure improvements to strengthen service delivery and program operations.
  • Designs and launches new programs or service enhancements that address identified gaps and emerging community needs.
  • Participates in hiring, promotion, and staff assignment decisions, and provides timely feedback, performance management, and documentation.
  • Monitors and interprets legislative and policy changes impacting housing programs, ensuring compliance with federal, state, and county requirements.
  • Oversees program budgets, including review of expenses and strategic use of resources.
  • Reviews case documentation to ensure compliance with agency, state, and federal regulations.
  • Negotiates and manages contracts and service agreements with external agencies and private providers.
  • Builds and maintains strong community partnerships to support coordinated service delivery and improve housing stability outcomes.
  • Performs related duties as assigned.

  • Thorough knowledge of the federal program for social services as expressed in the Social Security Act.
