About The Position
The Community & Government Relations Assistant Director serves as the Deputy Director of the Anoka County Housing and Redevelopment Authority (ACHRA). The Community & Government Relations Assistant Director develops policy and provides oversight for the Community Development and Government Relations department for Anoka County. The Community & Government Relations Assistant Director supports implementing major projects in partnership with municipalities in the County. This full-time, exempt position is located at the Anoka County Government Center.
Pay and Benefits
โข Salary: $92,601 to $111,113 ($44.52 to $53.42 per hour).
โข 2023 Anoka County Salary Schedule Grade 38: $92,601 to $129,604 ($44.52 to $62.31 per hour).

Duties and Responsibilities
These examples are not all-inclusive and are intended to be illustrative of the primary responsibilities of an Anoka County Assistant Director, Community & Government Relations.
โข Assist in providing departmental oversight and direction in accordance with Anoka Countyโs policies and
procedures for ACHRA, community development, and government relations.
โข Clear understanding of the Minnesota legislative process
โข Cultivate relationships with elected officials and their staff at local, state, and federal levels.
โข Coordinate activities of the ACHRA including project feasibility, market analysis, underwriting, financing, and
project coordination.
โข Direct and supervise the operations and activities of the department through a team of professionals.
Prepare strategic plans, provide budgetary oversight, and manage the development of policies and
procedures to accomplish the departmentโs mission.
โข Management and coordination of special projects of Anoka County and the ACHRA.
โข Provide oversight and direction for the operation of the ACHRA senior housing portfolio.
โข Maintain knowledge of MN Statutes related to the HRA/EDA and Federal regulations governing the
Community Development Block Grant and HOME Investment Partnerships programs. Manage change that
occurs as program regulations are modified.
โข Identify and implement programs that will be of benefit to Anoka County and the community.
โข Make presentations to the County Board and ACHRA, city councils, non-profit organizations, and other
groups in the metro area.
โข Communicate effectively with employers, organizations, cities, developers, county departments and other
groups within the community.
โข Guide and mentor direct reports and provide direction to Community and Government Relations individual
contributors.

Required Qualifications
โข Requires a bachelorโs degree and at least 7 years of job-related experience
โข In lieu of the required education, an equivalent combination of education and experience may be substituted
on a year-for-year basis
โข Successfully pass a criminal history background check
Preferred Qualifications
โข Degree in Business, Public Administration, or a related field
โข Experience leading teams and creating positive and productive work environments
โข Knowledge of affordable housing development, fair housing, and community development programs and
processes
โข Knowledge of public financing.
โข Strong oral, verbal, and written communication skills
