Request for Proposal – Executive Administrative Services – Meeker County HRA

The Meeker Housing and Redevelopment Authority (MCHRA) whose Mission Statement is to
promote strong, sustainable, inclusive communities and quality, affordable homes for all, is
seeking an Executive Director.

SCOPE OF SERVICES
Services to be provided will include, but not be limited to:

  1. Oversee the overall administration of the Housing Choice Voucher Program and ensure the
    program operates within HUD rules, the annual contributions contract and other relevant
    federal and state laws and regulations.
  2. Oversee the overall administration of the Project-Based Vouchers Program and ensure the
    program operates within HUD rules, the annual contributions contract and other relevant
    federal and state laws and regulations.
  3. Oversee the overall financial management of the MCHRA by working closely with the Board
    of Commissioners, HUD, and fee auditors. The MCHRA has several bank accounts as required by
    funding sources.
  4. Assist Fee Accountant in preparing an annual budget for approval by the board.
  5. Operate per the approved budget and prepare revised budgets as necessary.
  6. Process accounts payable and prepare checks for Board approval and signature.
  7. Oversee accounts receivable processes. Ensure adequate bank security pledges for MCHRA
    deposits are maintained and responsible for bank account oversight and reconciliation.
  8. Prepare HUD 5-year and annual plans
  9. Communicate potential problems to the Board and offer viable solutions.
  10. Schedule Board meetings, with the assistance of the Board chair prepare Agendas and
    materials (including program/project reports, fiscal reports, resolutions, minutes), and attend
    Board meetings.
  11. Maintain all records of the MCHRA per laws and regulations.
  12. Coordinate an annual audit in accordance with all applicable federal and state standards
    and
    distribute audit reports as required by HUD and the Board of Commissioners.
  13. Maintain program compliance with Project Based Voucher Program (PBV) and Housing
    Choice Voucher program (HCV).
  14. As an Independent Contractor you will use computer hardware and software programs
    provided by the MCHRA for maintaining the MCHRAโ€™s financial records, Housing Choice
    Voucher Program applicant/participant/ landlord records, and other relevant documents.

Submission Instructions
Interested companies are invited to submit their proposals, which should include:

  1. A detailed description of your companyโ€™s approach to providing the services outlined in
    the scope.
  2. Description of the contracting entity including current service area, current staffing levels and
    programs and services provided.
  3. Evidence of relevant experience, including examples of similar programs managed and
    references from clients.
  4. Qualifications of the team that will manage this program.
    5.Requested financial compensation for services to be provided
  5. Any additional information demonstrating your companyโ€™s ability to meet the HRAโ€™s needs.

The HRA reserves the right to reject any or all proposals.

Deadline for Submission
All proposals must be submitted by September 30, 2026 at 4:30 PM.

Proposal Evaluation Criteria
Proposals will be evaluated based on the following:

  • Professionalism: The quality and completeness of the proposal, as well as the individualโ€™s
    approach to fulfill these responsibilities.
  • Experience and Reputation: The individualโ€™s demonstrated experience in HUD regulated
    programs, as well as State regulations, particularly with transitional or affordable housing, and
    its reputation in the community.
  • Compensation requested

Proposals must be submitted to the Meeker County HRA no later than September 30,2026.
