Deputy Executive Director – City of South St. Paul HRA


Hours: Full Time
Preferred Hiring Range: $113,414 – $137,291
Full Salary Range: $113,414 to $149,229 (January 1, 2027)

The City of South St. Paul owns and manages two federally assisted public housing high-rise buildings,
which are currently designated for low-to-moderate-income individuals who are at least 50 years old.


The City is seeking a Deputy Executive Director to oversee and manage the day-to-day operation of the
HRA, including operational, financial, and administrative leadership of the HRA. The Deputy Executive
Director will be responsible for developing and leading a high-performing team in a collaborative and
supportive environment, while ensuring the HRA succeeds in providing safe, affordable, quality housing
with excellence and in compliance with HUD requirements, Minnesota statutes, Dakota County CDA
requirements, MHFA program requirements, fair housing laws, and other applicable federal, state, and
local regulations.

Minimum Requirements: Bachelorโ€™s degree in business administration, housing administration, public
administration, finance, or a closely related field. โ€ฏSix (6) years of progressively responsible experience in
public housing administration, affordable housing, or related governmental housing programs.โ€ฏ
Demonstrated knowledge of public housing programs,ย financial management, and regulatory compliance.โ€ฏ
Strong leadership, communication, and relationship-building skills.โ€ฏ Prior supervisory experience. โ€ฏValid
driverโ€™s license for work-related travel.โ€ฏ Ability to obtain andย maintainย requiredย certifications and training.

Preferred Qualifications include:
๏‚ท Masterโ€™s degree and/or professional housing certifications (PHM, etc.).
๏‚ท Prior experience as Deputy Executive Director or senior leader at an HRA/PHA/CDA including
supervisory experience.
๏‚ท Demonstrated track record in improving an HRA/PHA/CDAโ€™s PHAs score, correcting other third
party (especially HUD) noted performance deficiencies; audit and compliance remediation.
๏‚ท Experience with HUDโ€™s senior-designated public housing.
๏‚ท Experience administering HUD Public Housing programs.
๏‚ท Experience managing capital projects and federal grants.
๏‚ท Experience with housing finance, redevelopment, or affordable housing initiatives.
