The City of Woodbury invites proposals for projects to be funded through its Community
Development Block Grant (CDBG) for program year 2026 (July 1, 2026 โ June 30, 2027). CDBG
funds may support a diverse range of community development activities, includingโbut not
limited toโhomebuyer assistance, affordable rental housing, property acquisition, commercial
corridor revitalization, and the construction or renovation of public facilities such as group
homes, youth centers and libraries. A limited portion of the grant may also support new or
expanded public services that align with CDBG national objectives.
Proposals must be received prior to the RFP closing date and will be reviewed upon receipt.
Proposals will be received until all funds have been allocated to eligible projects or the closing
date. If all funds are allocated prior to the closing date the city will close the RFP. The City will
then either reject new proposals without further review or retain proposals as possible funding
opportunities for the next program year.
Proposal Review and Funding Process
- Staff Evaluation: Community Development staff will review and rank all submissions
based on program eligibility, feasibility, organizational capacity and alignment with the
three CDBG national objectives (Benefit to Low- and Moderate-Income Persons;
Prevention or Elimination of Slums or Blight; and Urgent Need) as codified in 24 CFR
ยง 570.208 and ยง 570.201. - Strategic Priorities: Projects must further the high-priority goals established in the
City of Woodburyโs 2025โ2029 Consolidated Plan, specifically:
o Affordable Homeownership;
o Affordable Rental Housing;
o Commercial/Industrial Rehabilitation;
o Public Facility Improvements; or
o Public Services. - Recommendation and Approval: Staff will forward funding recommendations to
the Woodbury City Council, which will make the final allocation decision for the
upcoming program year. All awards are subject to the Department of Housing and Urban
Developmentโs (HUD) approval of the Cityโs Annual Action Plan. - Contingencies: The number of awards and total funding available depend on HUDโs
grant allocation and the number and quality of eligible proposals received. The City reserves the right to fund unsolicited or internal initiatives that address emerging community needs in lieu of solicited proposals. If all project proposals score low, the City at its discretion, may reject all proposals submitted through this request process. - Funding Type: CDBG will be disbursed to fund projects as either a grant or loan. Staff will review funding type requests for selected projects and make the final determination of the appropriate funding type. If a project is funded in the form of a loan the terms willbe negotiated by city staff on a case-by-case basis which will consider the project type, project pro forma and budget, population served, organizational type, and other factors. If a loan is the desired funding mechanism, please state preferred terms in the project information section of the request.
Eligibility Requirements
To qualify for CDBG funding, projects must:
- Address a CDBG National Objective (24 CFR ยง 570.208):
o Benefit to Low- and Moderate-Income (LMI) Persons: Serve individuals
or households with incomes at or below 80% of the area median income (AMI).
o Prevention or Elimination of Slums or Blight: Target deteriorated areas or
structures to halt decline or rehabilitate blighted conditions.
o Urgent Need: Remedy an imminent threat to public health or welfare where no
other resources exist (e.g., disaster recovery, infrastructure failures). - Advance 2025-2029 Consolidated Plan Priorities: See list above.
- Conform to Eligible CDBG Activity Criteria (24 CFR ยง 570.201): Projects must
meet one or more activity categories defined by HUD (e.g., public facilities, housing
rehabilitation, economic development, acquisition).

Budget
Submit a detailed, activity-specific budget and narrative with your proposal. The budget must
list all sources and uses of funds, distinguishing federal, state, and local contributions. Each line
item should explicitly show which funding source pays for it and clearly identifies how the
requested CDBG funds will be used; any expense not explicitly listed will not be eligible. Budget
narratives must be submitted as separate a document with this proposal document.
Housing related activities, depending on the project, must include a proforma (e.g. 20โyear cash
flow) and multifamily or single-family workbook to document income, expenses and financing.
- Budget Narrative: Provide a concise narrative explaining the budget. Describe each
expense category and how all funding sources (including leveraged funds or matches)
will be applied to project costs. This narrative should justify budget line items (e.g. cost,
need and benefit) of each item and demonstrate that costs are reasonable.
If your project is a public service, explain if the CDBG funding request is for one-time
support or if the service will require ongoing support from the City. Woodburyโs CDBG
funds cannot be used to fill operating gaps or shortfalls and must only be used to fund
new or expanding existing services. - Fiscal Management: Describe your organizationโs financial controls and record-keeping.
Explain how you will ensure accountability and prevent misuse of funds. Include the
qualifications of staff or agents managing the budget, any fiscal agent arrangements, and
accounting practices (e.g. GAAP-compliant ledger, internal audits, federal audit
procedures). Highlight any federal or internal audit requirements and other financial
safeguards in place. - Contingency Planning: If the CDBG award is less than requested, explain how the project would be adjusted or whether it could still proceed.
- Funding Commitments: Confirm that all other funding sources (grants, loans, equity) are
committed by June 30, 2026. If any sources are pending, provide a timeline for securing
them. (This aligns with standard underwriting practice of detailing match commitments
and finalizing all project financing.) - Prevailing Wages: Indicate whether Federal Davis-Bacon prevailing wages apply. Ensure
the budget reflects any required wage rates.
Davis-Bacon prevailing wage rules are triggered when:- CDBG funds are used for construction, rehabilitation, or repair of public
buildings or facilities, and - The construction contract is over $2,000, and
- The project is not exclusively residential with fewer than 8 units (per HUD
exemption guidance).

Each of the above items must be clearly addressed in the budget section of your proposal. Your
submission should read like a project budget package: a line-item budget, a narrative tying
budget to program activities, and documentation of financial management practices. Budgets
that lack detail on funding sources, controls, or required attachments (pro formas, workbooks,
commitment letters, etc.) will be considered incomplete.
Compliance
- If applicable, how do you plan to verify income of those served by your project? Describe
the process for collecting income and beneficiary data, including who will collect it and
how the data will be stored. - If applicable, please describe how your project serves a special population (i.e. elderly,
persons with disabilities, victims of domestic violence, persons with substance abuse
disorders, etc.)? - Is this project intended to have an area benefit to residents in a census tract block group designated as low-and moderate-income?
- Describe management and staff capacity for use of Federal funds: What is the applicantโs
administrative capacity to manage the grant financially and to comply with Federal
program requirements? Please provide detailed information on who will have oversight
of the project and the parties involved to carry out each activity listed above. What is the

Use of Contractors and Consultants
In accordance with Federal regulations, CDBG funds may not be used to directly or indirectly
employ, award contracts to, or otherwise engage the services of any contractor or sub-recipient
during any period of debarment, suspension, or placement of ineligibility status. It is the
applicantโs responsibility to administer this contract and any construction contracts. This
includes compliance with Section 3, Prevailing Wage, Fair Housing, Lead, ADA, Build America,
Buy America Act and other Federal requirements.
