The Kandiyohi County Housing and Redevelopment Authority (KCHRA) welcomes applications
from experienced candidates for its newly created Assistant Executive Director position.
KCHRA owns and/or manages 489 rental housing units consisting of HUD Public Housing, HUD
Section 811, Long-Term Supportive Housing, Low-Income Housing Tax Credits, Rural
Development and market rate units located in Kandiyohi and McLeod counties. It also
administers or co-administers rental assistance programs including the HUD Housing Choice
Voucher Program, State of Minnesota Bring It Home Program and the Southwest Minnesota
Adult Mental Health Consortiumโs Bridges to Bridges Program. It provides homeowner and
business loans through the Small Cities Development Program, a local Property Enhancement
Program and the Kandiyohi County Housing Trust Fund. Finally, the HRA has been designated
as a โMoving To Workโ agency by the Department of Housing and Urban Development. This
designation has been awarded to 139 of 3,300 public housing authorities in the United States
who are allowed flexibility in their Housing Choice Voucher and Public Housing programs to test
alternative rules with the goal of moving households to greater self-sufficiency while improving
program efficiencies. The Assistant Executive Director will be the point person for researching,
developing, implementing and reporting on all Moving To Work activities.
This position will be responsible for overseeing the operations of the HUD Public Housing
developments and market rate units. The Assistant Executive Director will supervise and train
the Public Housing and Market Rate Housing Specialists, develop/submit/implement all program
policies, 5-year/annual Public Housing plans, Capital Fund plans and all program reports. The
position will implement quality control measures by performing file reviews, inspections,
preparing environmental reviews, monitor vacancy turnaround, rent collection, tenant accounts
receivable and HUD operating/capital fund draws.
The Assistant Executive Director will also assist with daily operations including agency
procurement, contract administration, grant writing, personnel recruitment/training, payroll
processing/benefits administration, budget development/monitoring and Board meeting
preparation.
