About the position 
Perform professional work to 
facilitate and administer redevelopment activities for the city. Collaborate with developers, prospective developers, residents, consultants and city staff to achieve the city’s strategic goals.  Serve as project manager for redevelopment projects, ensuring compliance with city policies, priorities, and processes while fostering positive relationships with stakeholders. 

Duties and Responsibilities

1.  Serve as project manager for redevelopment projects.

  • Attend and actively participate in general developer inquiry conversations regarding prospective developments and related zoning, land use requirements, utilities, as well as all priorities, policies and processes of the city.
  • Coordinate with city staff on prospective development plans or projects that will require multi-disciplinary review and approvals.
  • Develop and maintain positive relationships with developers, property owners, businesses, lending institutions and governmental agencies such as Metropolitan Council, Hennepin County and similar organizations.
  • Present a positive image of the city and encourage excellent communication with the public.
  • Demonstrate a commitment to and belief in the organization’s shared values and strategic priorities.

2.  Negotiate public financing and redevelopment agreements and oversee conformance with legal procedures and policies.

  • Consult with legal and financial consultants as necessary
  • Ensure conformance with the city’s green building policy, inclusionary housing policy Diversity Equity & Inclusion Policy and council’s strategic priorities
  • Determine appropriate financial assistance for redevelopment projects, as needed.
  • Ensure contracts, agreements, resolutions, and other legal documents are prepared accordingly. 
  • Track developer escrow accounts and seek additional funds when necessary.
  • Ensure legal processes and procedures are adhered to in relation to redevelopment activities and EDA actions.
  • In consultation with supervisor, seek out and make strategic land/property acquisitions as opportunities present themselves.

3.  Other duties

  • Monitor legislative initiatives and practical issues relating to redevelopment which may affect the city.
  • Respond to general inquiries for information on available land, buildings, development opportunities, or proposals for development within the city.
  • Organize, coordinate and multi-task on a variety of projects and assignments, complete tasks in a timely manner and meet required deadlines. 
  • Assist in the administration of the Tax Increment Financing (TIF) program.
  • Manage, update, and maintain the development dashboard and TIF dashboard on the city’s website.
  • Update and distribute the quarterly development update.
  • Update and maintain project pages on the city’s website.
  • Prepare and submit various required reports.
  • Apply for and assist developers in applying for grants. Manage all grant contracts, including reimbursement requests and reporting. 
  • Attend and conduct public presentations at meetings outside standard office hours as needed.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in community development, development, business, economic development, public administration, urban planning or a related field and three years demonstrated experience in redevelopment related activities in private or public sectors, or equivalent combination of education and experience.
  • Valid Minnesota driver’s license.
  • Knowledge of:
    • Real estate acquisitions, development, and finance strategies, including public financing tools.
    • Strategies for addressing environmental issues associated with development.
    • Applicable federal, state, and city laws and regulations.
  • Experience:
    • Negotiating contracts, agreements, and financial assistance.
    • Working with Microsoft office products, including Word, Excel, PowerPoint, and Teams.
    • Writing clear reports and presenting to the public.
  • Ability to interpret and enforce codes, policies, and ordinances in a fair/impartial manner.
  • Ability to work outside of standard office hours as needed. 

Desired Qualifications

  • Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity.
  • Five years of experience in redevelopment related activities in public sector. 
  • ArcGIS experience.
  • Economic/Housing Development Finance Professional Certification.
  • Experience working with or for the private sector in development.
