Job Purpose:ย 

Lead capacity-building work plans, facilitate Housing and Native Institute teams, and coordinateย  the work of other staff, sub-recipients, and contractors in order to advance economic,ย  community, and affordable housing development for rural and Native Communities. Promote ย and market MHP overall and Community Development specifically. Provide mentorship to staffย  with less experience. This is a national search. The successful candidate will not be required toย  reside in Minnesota.

 

Job Duties & Responsibilities:ย 

โ€ข Lead and implement work plans in the areas of community development and affordable ย housing development, providing capacity building and technical assistance to Native and ย non-Native communities, governments, and non-profit organizations throughout the State ย of Minnesota and nationally.ย 

โ€ข Assist in the development of programs and projects with communities, including creating ย and analyzing project development budgets and pro-formas and applying federal and state ย regulatory requirements.ย 

โ€ข Provide Native Community Development Institute (NCDI) and Housing Institute team ย support focused on defining team goals, understanding local needs, and assisting in the ย successful implementation of community and affordable housing development projects.ย 

โ€ข Strategize and collaborate closely with other capacity building staff on assignments, ย including budgets, timelines, recipient needs, contractor deployment, compliance ย requirements, and outcomes.ย 

โ€ข Develop and implement scopes of work, work plans, and budgets; oversee consultant ย contracts, subrecipient contracts, and implementation of work.ย 

โ€ข Research, analyze, interpret, and convey policy and regulatory guidance in the context of ย devising options/solutions that work for rural and Native communities.ย 

โ€ข Participate in grant applications, action plan development, and periodic progress reviews. ย 

โ€ข Actively and positively engage with team responsibilities and organizational responsibilities ย that further our shared work, understanding, and organizational health.ย 

โ€ข Actively engage in the deployment of the departmentโ€™s Race Equity Strategic Action Plan to ย increase the number of technical assistance (TA) work plans that generate equitable ย outcomes.ย 

โ€ข Act as a mentor to staff with less experience; seek meaningful and work plan appropriate ย opportunities for their engagement. ย 

โ€ข Coordinate with Communications/Research and Policy departments to identify ย collaboration opportunities and support marketing and outreach efforts.ย 

โ€ข Represent MHP at conferences, convenings, and other public engagements.

 

Qualifications:ย ย 

โ€ข Minimum of five yearsโ€™ community development experience with Native and ruralย  communities implementing Federal and State programs and within statutory guidelines.ย 

โ€ข Minimum of three yearsโ€™ project management experience.ย ย 

โ€ข Degree in community development or planning, public administration or housing preferred.ย  Focus on Native American or rural communities a plus.ย ย 

โ€ข National Development Council Housing Development Finance course work; certifications ย preferred.ย 

โ€ข Certifications from federal (HUD, USDA) and state programs a plus.

 

KSA: (knowledge, skills, and abilities)ย 

โ€ข Advanced program knowledge of various grants, programs, and regulatory guidance: USDA, ย HUD, CDBG, ICDBG, CoC, MHFA, EDA, BIA, and OMB circulars.ย 

โ€ข Strong knowledge of applicable laws, regulations, policies, procedures, current literature, and ย trends and developments in community/affordable housing development and planning with a ย focus on under-served, rural, and Native communities.ย 

โ€ข Strong project management skills โ€“ planning, coordinating, monitoring, tracking, and leadingย  internal teams and external contractors on multiple, simultaneous projects; related contractย  and budget management skills.ย 

โ€ข Strong skills in research, analysis, interpretation, and presentation of data.

โ€ข Ability to be flexible and adapt to short deadlines and a fast-paced environment.

โ€ข Effective public speaking, interpersonal, written, and oral communication skills.

โ€ข Intermediate skills in MS Office Suite, CRM applications, databases, SharePoint and other ย cloud functionality.

 

Licenses and/or Certifications:ย 

National Development Council Housing Development Finance course work; certifications ย preferred.ย
