Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Bring it Home Program Specialist who will play a crucial role in the successful implementation of this new program. This individual acts as a subject matter expert in the Bring It Home Rental Assistance program, offering guidance and support to internal and external stakeholders. The Bring It Home Program Specialist serves as the primary
point of contact for program administrators, ensuring clear and effective communication throughout the project lifecycle. This position plays a key role in fostering collaborative relationships, facilitating project progress and achieving the strategic objectives of the Minnesota Housing Finance Agency.

Essential Job Duties

  • Develop and implement the new policies and procedures for the Bring It Home Rental Assistance Program while making improvements and suggestions to the program guide.
  • Creates, leads and implements policies and procedures to complete the Request for Proposal process.
  • Oversee and manage the Bring It Home Rental Assistance contracts.
  • Provide technical assistance to internal and external parties; deliver support and training to approximately 70 program administrators.
  • Act as the subject matter expert for the Bring It Home Rental Assistance program and provide technical assistance internally and externally.
  • Manage the day-to-day transactions and operational tasked related to project contracts and administration.
  • Perform all job responsibilities with a firm lens of equity, inclusion, justice and accessibility to support a healthy, safe and productive work environment.
  • Other duties as assigned.

Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

  • Four (4) years of experience administering, leading, or implementing programs that focus on affordable rental housing. A bachelor’s degree in public administration, public policy, urban planning, business, finance, or political science may substitute for 12 months of experience – or – a master’s degree in the listed fields may substitute for 18 months of experience.
  • Experience in program development or program management within affordable housing.
  • Demonstrated ability to work cross-functionally and develop strong working relationships with agency staff, external partners, and community stakeholders.
  • Demonstrated organizational and time management skill.
  • Demonstrated communication skills, including ability to comprehend and communicate complex information in plain language.
  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.
  • A valid driver’s license and the ability to drive to meet with external partners.

Preferred Qualifications

  • Bachelor’s Degree in public administration, community development or related field.
  • Experience in the administration of Housing Choice Vouchers or similar rental assistance program as a part of a public or Tribal housing entity.
