Responsible for all aspects of general accounting functions for the housing authority. Prepare and reconcile financials including monthly financial reports, year-end close out requirements and audit requirements. Perform record keeping, filing, typing and clerical duties as necessary. Provide backup to community development office assistant.
This position will be onsite for the first six months during their probationary period with the potential for hybrid work schedule after the probationary period.
Duties and Responsibilities
- Perform general accounting and financial functions for the Housing Authority.
- Process accounts payable; track invoices, prepare check requests, distribute payments.
- Process accounts receivable; receive and post payments, ensure updated information in financial system; track late rents and send late rent notices, implement collection efforts, and track past due tenant accounts.
- Ensure accuracy when submitting electronic payments and withdrawals for AP/AR.
- Process and reconcile funding allocations and grant payments for housing programs.
- Prepare regular financial records and reports as needed.
- Work with fee accountant to produce monthly and yearly financials and reporting.
- Review and reconcile monthly financial statements ensuring accuracy and completeness.
- Monitor investment accounts.
- Maintain W-9s, issue 1099s, prepare Certificate of Rent Paid, and assist with other reports/records as needed.
- Prepare bank deposits, monitor HA bank accounts, maintain daily cash balances, and perform interfund transfers between accounts as needed.
- Serve as lead staff in coordinating and facilitating annual audit.
- Assist in monthly reconciliation of rental assistance payments and process payments.
- Serve as lead for monthly reconciliation of portability.
- Perform administrative functions for the housing division.
- Serve as a point of contact for public inquiries over the phone and in-person.
- Order supplies, handle mail, schedule meetings, make travel/training arrangements, prepare notices/mailings, coordinate calendars, draft/write reports, correspondence, minutes, and newsletters, and perform other administrative duties as needed.
- Manage orderly filing and record retention systems, both hard copy and electronic.
- Provide support on software program applications. Also provide support using word processing, excel spreadsheets, database and other programs.
- Manage monthly/annual calendar including financial and HUD reporting.
- Provide administrative support for program policy amendments.
- Provide administrative and customer service back-up for other departments as needed.
Minimum Qualifications
- Two year degree in accounting, finance or related field, or full-time equivalent work experience.
- Two years of general accounting or bookkeeping experience.
- Computer proficiency in Microsoft Office programs.
- Ability to handle multiple functions and prioritize items.
- Ability to work professionally with diverse populations including persons with disabilities, elderly and immigrant populations, resolving complaints and concerns.
Desired Qualifications
- Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for racial equity.
- Working knowledge of Housing Authority and HUD rent assisted housing programs and services.
- Finance or accounting experience within a government agency.
- Familiarity with Yardi software.
- Knowledge of GAAP accounting principles.
- BA degree in accounting or finance.
