Housing Stability Program Officer – Minnesota Housing

You’ll join the Housing Stability Team and make a difference immediately by working with state agency colleagues and community based service providers to oversee programs designed to prevent and end homelessness. This position is critical to sustain the following four main job functions:

  • Serve as one of five program staff to support and operate the grant-based programs
  • Support the Housing Stability Team/agency/interagency initiatives to help prevent and end homelessness
  • Provide guidance and support to community-based administrators so that they can help people achieve housing stability and thrive in their community
  • Help the agency advance its antiracism work

Essential Job Duties:

  • Work with your colleagues on the Grants Team to contract with community-based partners (via a competitive, Request for Proposals [RFP] process) who can reach and serve Minnesotans experiencing housing instability, particularly underserved and racially/culturally diverse populations.
  • Work with community-based partners to listen, learn and understand how their program model will not only help people, but achieve the policy and outcomes goals of the program as well.
  • Create spaces for the partners to gather, share and learn from each other and other experts in the field.
  • With support and collaboration from a variety of staff across the agency, use data, including the voice of the people served, to evaluate the effectiveness of partners performance, program goals, program compliance and policy outcomes, especially as they relate to underserved and racially/culturally diverse populations.
  • Initiate program procedure and policy changes, as needed, so that the program can ensure all Minnesotans may experience housing stability and thrive in their community.
  • Actively lead and/or participate in various types of work groups, committees, meetings, etc. that exists to help advance the goal of housing stability for all Minnesotans

Minimum Qualifications: To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will considered for this position: Three (3) years of professional experience managing or providing leadership in homeless-related programs. Experience in activities such as managing funding contracts and providing technical assistance/customer service to grantees. A Bachelor’s degree in business administration, housing, real estate, community development/planning, or directly related field may substitute for one year of experience. Preferred Qualifications:

  • Experience in advancing racial/cultural equity goals and strategies
  • Experience in program evaluation and analysis
  • Understanding of how homeless/housing services and programs are coordinated and implemented at both the local and state levels
  • Understanding of the role of Continuum of Cares within the homeless services context
  • Ability to successfully work in a team-oriented and highly fluid environment
  • Strong problem solving and negotiating skills
  • Master’s degree in Housing, Community Development, Social Work, Policy, Planning or related area
  • Personal experience with housing instability and homelessness

Annual Salary Range:$56,898 – $84,000/annually; $27.25 – $40.23/hourly Additional Requirements: This position requires successful completion of the following:

Physical Requirements: Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools.
