Southeastern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA) is seeking candidates for either a full-time or a part-time Housing Choice Voucher Coordinator position. Under supervision and technical assistance by HCV Program Director, coordinates and monitors activities involved in the administration of the assisted housing related programs in compliance with HRA policies and practices and Federal regulation. Recommends and implements changes in SEMMCHRA’s policies and practices as necessary to meet changing conditions or changes in Federal regulations.
LOCATION:
Southeastern Minnesota Multi-County Housing & Redevelopment Authority (SEMMCHRA) has office locations in Wabasha, Red Wing, and Winona, MN. This position will be based in Wabasha, MN. Possible Red Wing or Winona office location depending on departmental needs.
DUTIES AND RESPONSIBILITIES:
- Responsible for coordinating the voucher program for assigned area or file range.
- Responsible to mediate problems between tenants and landlords for assigned area or file range.
- Responsible for the completion of all assigned Housing Quality Standard inspections for the
Housing Choice Voucher Program and respective process follow-up. - Responsible for communications and correspondence with applicants, participants and landlords
based on HRA and program guidelines/standards. - Responsible for the coordination of and maintenance of accurate applicant/participant files and
other records related to the Housing Choice Voucher Program. - Assists with training staff on Assisted Housing computer software and other programmatic
changes. - Responsible for cross-checking assisted housing files to ensure file is meeting programmatic
guidelines. - Responsible for coordinating and tracking monthly and quarterly reports.
- Responsible for activities related to the Housing Choice Voucher Program connected with intake
eligibility, verification of information, entering data into the respective systems to ensure compliance with the federal and state regulations. - Recommends changes in programmatic procedures, forms and policies to ensure compliance with
applicable federal, state and HUD regulations. - Assists with coordinating and conducting briefings as assigned.
- Coordinates the work of the intake specialist to ensure work and files are being completed timely.
- Provide support to the Intake Specialist and Housing Director on as needed basis.
- Perform other duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS:
- Works independently without day-to-day monitoring and assistance.
- Knowledge, understanding and ability to apply Assisted Housing Program guidelines and
governing regulations. - Ability to perform all Rental Assistance Intake Housing Specialist job duties.
- Ability to multi-task and maintain order of assigned work.
- Able to work effectively and efficiently utilizing the Assisted Housing computer software
- Ability to communicate effectively both orally and in writing.
- Ability to set priorities and goals to meet program schedules and deadlines
- Ability to act in a sensitive and equitable manner when dealing with applicants, participants, and landlords.
QUALIFICATIONS:
High school graduate or GED equivalent, with two (2) years applicable associate degree and one (1) year
of experience or a minimum of two (2) years of experience in an office environment, preferably in a housing or related field or has successfully performed in a housing or intake position. Must be able to
learn and apply Assisted Housing Program guidelines and utilize computer software. Must be able to
communicate effectively both orally and in writing. Must be a licensed driver and have a vehicle
available to carry out assignments.
PHYSICAL REQUIREMENTS:
This work requires the frequent exertion of up to 25 pounds of force and willing to use a ladder; work
regularly requires sitting and speaking or hearing, frequently requires walking, using hands to finger,
handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing,
stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision
requirements; vocal communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word levels; work requires
preparing and analyzing written or computer data, operating machines, operating motor vehicles or
equipment and observing general surroundings and activities; work occasionally requires exposure to
outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light
traffic).
