Executive Director – HRA of Chisholm, MN

The Housing & Redevelopment Authority of Chisholm is seeking qualified applicants to establish an
eligibility list for the position of HRA Director. This position is responsible for planning, directing,
managing, and implementing housing and redevelopment programs for the City of Chisholm under the
guidance and authority of the HRA Commission.

Job Summary: The HRA Executive Director is responsible for planning, directing, and
implementing the housing and redevelopment efforts of the City of Chisholm under the direction
of the HRA Board. Primary responsibilities include managing the financial affairs of the
Authority, overseeing maintenance of HRA-owned properties, staff development, and building
collaborative relationships with constituents that promote the wise use of public funds to meet
the communityโ€™s housing needs.

Representative Duties/Essential Functions:
The duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the
position. Other job functions may be added from time to time.
Financial Management
๏‚ท -Develops all budgets and administers budget control procedures.
๏‚ท -Prepares complete, informative, and timely reports that include financials, occupancy,
operations, and other statutorily- required reports for HRA Commissioners and for state
and federal agencies such as the Department of Housing and Urban Development (HUD)
and the State of Minnesota.
๏‚ท -Completes all accounting activities including accounts payable and receivable and
payroll.
๏‚ท -Completes banking reconciliation activities.
๏‚ท -Oversees investment of HRA funds in HUD-approved investment securities to ensure
maximum returns on both short and long-term investments.
๏‚ท -Maintains all HRA business records as required by State and Federal guidelines.
๏‚ท -Ensures proper insurance coverage and records including, but not limited to Fire and
Auto, General Liability, Workersโ€™ Compensation, Health and Welfare benefits.
๏‚ท-Acts as ex-officio secretary to the HRA Board.
Program Development
๏‚ท -Develops and administers all programs policies under the Housing and Redevelopment
Authorityโ€™s jurisdiction.
๏‚ท -Ensures that programs and policies are managed in compliance with HUD regulations
and guidelines.
Staff Management and Development
๏‚ท-Supervises HRA staff, hiring as needed for open positions.
๏‚ท -Sets work goals and provides regular performance feedback to staff members.
๏‚ท -Identifies and addresses training and development needs of staff as well as takes action to
assist staff with correcting any performance deficiencies.
Building Maintenance
๏‚ท -Establishes and oversees effective maintenance programs for all HRA properties.
๏‚ท -Develops and implements a modernization program for major repairs, replacement and/or
new additions. These activities may include preparation of budgets, sourcing of funds,
selection of architect and contractors, inspection of work in progress, and oversight of
construction accounts.
๏‚ท -Maintains a current inventory of all property.
Purchasing
๏‚ท -Ensures that all supplies and equipment are purchased in accordance with the
procurement policy established by the Board.
๏‚ท -Ensures that purchases necessary for the operation of the HRA are made with the use of
competitive bidding, formal quotations, and negotiation; prepares all necessary bidding
documents for submission by bidders.
Community
๏‚ท -Serves as the principal contact person and community liaison for the HRA. Acts as a
referral service for the community and county.
๏‚ท -Understands and advocates for community needs for house and elderly/family programs.

Minimum Qualifications
Applicants must meet the following requirements at the time of appointment:
ย โ€ข Valid, unrestricted driverโ€™s license and a good driving record.
ย โ€ข Bachelorโ€™s degree in Business Administration, Public Administration, or a closely related field
OR an equivalent combination of education and relevant experience.
ย โ€ข Minimum of 2 years of experience in business management, program administration, or a
related field.
ย โ€ข Minimum of 1 year of supervisory or management experience.
ย โ€ข Ability to obtain a Public Housing Manager (PHM) Certification within one (1) year of hire.
ย โ€ข Working knowledge of budgeting, GAAP accounting practices, and government or public
agency procedures.
ย โ€ข Successful completion of a criminal background check with no disqualifying offenses related to
the duties and responsibilities of the position.
ย โ€ข Demonstrated ability to adapt, grow, and expand skills as organizational needs evolve.

Other Preferred Skills and Abilities:
ย โ€ข Grant writing and grant management experience
ย โ€ข Knowledge of public housing programs, redevelopment processes, or municipal operations
ย โ€ข Strong communication and public-relations skills

Salary: The salary range for this position is $70,000-$85,000. This position is exempt and offers a
competitive salary commensurate with qualifications and experience, health and dental insurance,
