General Definition of Work
Performs difficult skilled technical work managing and supervising Community Development grant-funded programs
and Homeownership Division, including HOME and CDBG, housing counseling, homeownership funding, and home
improvement, programs. This position coordinates grant application, funding selection, and implementation processes;
monitors and reports on grant and program activities; serves as the primary internal and external contact for division
programs, including with federal and state grantor agencies; supervises and supports staff administering the grant-funded
programs; and related work as apparent or assigned. Work is performed under the general direction of the Deputy
Executive Director. Divisional oversight is exercised over the Community Development Programs Manager,
Homeownership Specialists, and a Community Development Project Manager I.

Essential Functions
-Manages operations of the Homeownership and Federal Grants Division and contributes to the achievement of
departmental goals and objectives. Assists in the preparation of applicable budgets and identifies and secures other
funding sources as needed.
-Manages and supervises divisional program operations and staff; hires, trains, supervises, evaluates and disciplines staff;
recommends promotions and terminations.
-Oversees the administration and management of homeownership programs including housing counseling and education
programs, homeownership financing and assistance, and home improvement loan programs; coordinates team meetings
and activities between staff teams; and develops protocols, procedures, job aides and fact sheets.
-Prepares and submits grant applications for program funding; develops and implements program policies; reviews files
and records for quality assurance; oversees preparations for various audits; and monitors compliance.
-Oversees the administration and management of the Community Development Block Grant (CDBG) and HOME
Investment Partnerships programs; provides oversight for program policies and implementation; monitors preparations
for various audits; and monitors compliance.
-Interprets and ensures compliance with all applicable federal regulations and requirements, including program eligibility,
labor standards, procurement, historic preservation and environmental reviews.
-Serves on committees, task forces, and other industry or regional groups which seek to coordinate efforts related to
homeownership, fair housing, and/or community development.
-Coordinates marketing of divisional programs and outreach by authoring articles and posts; develops and delivers
presentations for the Homeownership and Federal Grants Division.
-Keeps abreast of emerging trends and data; participates in committees; and attends meetings, workshops, and
conferences
-Acts as a representative of the agency in various external meetings; attends required agency meetings, including
preparation of written and oral presentations at the Board of Commissioners meetings; gives requested updates and
written and verbal reports of division activities.

Thorough knowledge of federal grant compliance and program administration; thorough knowledge of local, state, and
federal government process, regulations and guidelines related to community development programs, including the
CDBG and the HOME programs; thorough knowledge of the local, state and federal manuals, guidelines, policies and
procedures governing homeownership and foreclosure; general knowledge of mortgage, lending, and closing documents;
ability to make decisions and recommendations which have a high degree of financial and/or legal consequence and
which involve a high degree of technical complexity; ability to work with, develop and review financial information and
budgets; thorough knowledge of homebuyer, homeownership, and home improvement programs and processes; thorough
skill composing standard reports, records and files; thorough skill composing standard correspondence; thorough
knowledge of the reports necessary to comply with grant-funded housing and community development programming;
general knowledge of housing and economic development finance policies, program policies and manuals; thorough skill
gathering and presenting data related to budgets and progress reports; thorough skill operating standard office equipment
and related hardware and software; ability to establish and maintain effective working relationships with grantors, city,
county, state and federal personnel, legal counsel, consultants, elected officials, and the general public; ability to
communicate effectively orally and in writing; ability to effectively relate to program recipients when implementing such
sensitive policies, procedures or activities; ability to multitask and manage project time; thorough knowledge of all
divisional programs and applicability of fair housing/civil rights policies and procedures for those programs; ability to
respect and relate well to people from varied backgrounds, understand diverse worldviews, and be sensitive to group
differences; ability to see diversity as an opportunity, and challenge bias and intolerance.

Education and Experience
Bachelor’s degree required, Masterโ€™s degree preferred; coursework in public administration, human services, social
services, or related field; and moderate experience administering community development, home ownership, or similar
federal grant-funded programs, or equivalent combination of education and experience.
