Minimum Qualifications of Education and Experience


Full salary range $48.05 to $80.25 per hour.

Masterโ€™s degree from an accredited college or university in Public Administration, Housing, Social Work, Finance, or related field and three (3) years of experience in a similar position as listed in the work functions, which two (2) of those years in a leadership or supervisory role.
OR
Bachelorโ€™s degree from an accredited college or university in Public Administration, Housing, Social Work, Finance, or related field and four (4) years of experience in a similar position as listed in the work functions, which two (2) of those years in a leadership or supervisory role.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driverโ€™s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under general direction, assists with the administration and management of the Olmsted County Housing department. Oversees housing, redevelopment, homelessness / housing stability, and community development projects. Provides oversight, direction, and supervision of assigned divisions and programs. Collaborates across Health, Housing and Human Services (HHHS) to coordinate housing services to various populations and provides expertise to the other divisions as needed. Develops partnerships with private, public, and non-profit organizations to maximize coordination of housing and community development efforts. Acts in the absence of the director as a liaison between Housing and the County/City Administrators’ offices. Leverages the strengths of team members, clarifies roles and responsibilities, and develops employees to reach optimal goals. Supports a diverse, respectful, and inclusive workplace.

  • Build community partnerships to create and maintain affordable housing options. ย 
  • Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
  • Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.
  • Assists with the administration and management of the Olmsted County Housing department. Develops and implements standards of performance within department programs. Ensures team performance meets compliance standards.
  • Represents the organization with external partners and groups; meets with federal, state and city officials and other public policy setting bodies regarding policy decisions, legislation and regulative proposals and changes.
  • Assists in the development and management of department budget after presenting it to the Director. Implements management financial objectives to prioritize, measure, and evaluate budget goals.
  • Strategically partners with County Leadership to drive outcomes through impactful operations along with analysis, influencing, and action.
  • Assists with the assessment and evaluation of housing needs, potential development projects and opportunities including the review of development proposals, terms, and project feasibility.
  • Interprets and explains policies and programs and communicates with the media, community organizations and the public.
  • Conducts Housing projects and research as required.
  • Performs related duties as assigned.

Knowledge, Skills and Abilities Required

  • Thorough knowledge of local, state, and federal government programs, process, regulations, and guidelines related to housing and community development and other specialized housing programs.
  • Thorough knowledge of single and multi-family housing finance programs.
  • Thorough knowledge of Federal, State and County fiscal policies and procedures.
  • Considerable knowledge of legislative proceedings, statutory timelines, court proceedings and rules.
  • Knowledge of single and multi-family housing finance programs.
  • Knowledge of legal requirements related to procurement and contracting.
  • Knowledge of loan underwriting and financing procedures.
  • Skill in written and verbal communication, including presenting and public speaking.
  • Skill in the use of computers and technology.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work both independently and collaboratively with team members.
  • Ability to train, coach, and mentor subordinates.
  • Ability to give objective feedback, evaluate and analyze the impact of decisions made.
  • Ability to exercise sound decisions within a framework of Federal, State, County, and HHH Division guidelines.
  • Ability to work across service systems and integrate service for the people we serve.
  • Ability to communicate and relate to persons of diverse backgrounds and abilities.
  • Ability to organize/coordinate and prioritize departmental needs in an evolving, technology driven environment.
