Administrative Assistance – Albert Lea HRA

The Albert Lea HRA was created in 1965 through a cooperative agreement between the
City of Albert Lea, Minnesota and the U.S. Department of Housing and Urban Development.  The agency provides 176 units of Public Housing, 8 units of Rural Development Housing and 155 Section 8 Housing Choice Vouchers (HCV). Our mission is to provide safe and decent affordable housing to the communities and citizens we serve.

Position Description

Full-time, non-exempt $26.42 to $30.63 per hour (depending on qualifications). The typical work hours for this position are from 7:00 a.m. to 5:30 p.m. Monday–Thursday. Additional hours, evenings and weekends may be required as assigned

Qualifications

The desired qualifications for this position are a high school diploma or a GED; and (5) –
five years of experience directly related to the duties and responsibilities specified.
Completed degree from an accredited institution that is above the minimum education
requirement may be substituted for experience on a year-to-year basis. Knowledge of the
administration of Public Housing and/or HCV programs are a plus. Demonstrate skills and ability in the use of office software packages (spreadsheets, word processing, desktop publishing, database management, office equipment, Microsoft products); and basic technology is required. Strong problem-solving skills and attention to detail. Strong communication skills, both oral and written, and the ability to write reports and other documents are needed. The ability to work with people of diverse backgrounds is required.
Must be at least 18 years of age. Must possess a valid motor vehicle operator’s license. Must meet requirements of being covered by a dishonesty bond. Must successfully complete a background check prior to employment.  Interpret and translate from English/Spanish or Spanish/English for employee, residents, applicants, and the public is a plus.

Duties and Responsibilities

Administrative Duties: Oversees the administration of the ALHRA office, including answering phones, utilizing office equipment, ordering supplies, meet and greet residents and the public; responsible for filing paperwork, financial reports, etc. Ensures that database management systems are efficient. Develops and monitors procedures for data entry, security, and other matters related to computer technology. Assist in the maintenance of the ALHRA website and other social media outlets. Works closely with the executive director regarding billing. Post and coordinates board meetings; and assist the executive director regarding board applications, and packets.

Resident Administrative Duties: Maintain housing program waiting list(s) containing all
applications received, input documentation into software. Prepares and distributes application packets and reviews applications for completeness. Assist with recertification
packets, and reviews for completeness. Ensure notices of inspections are delivered to
appropriate residents. Post monthly rents in database accurately to meet deadlines, and
record these in the HAB system or other systems deemed necessary. Collects rent from
current/past Public Housing and HCV residents. Prepares recapture agreements, and ensures agreements are processed in accordance with the ALHRA, and state policies.
Works closely with ALHRA employees regarding residents in Public Housing and HCV programs.

Human Resource Administrative Duties: Prepares and verifies monthly payrolls; prepares, disperses, and collects time sheets. Maintains data on all employees including total hours, changes in name or address, salary changes, exemptions, and insurance; maintains leave records. Answers employee questions regarding payroll checks. Coordinates with executive director employee personnel files in accordance with personnel policies and procedures. Oversees the posting of job announcements and advertisements. Works closely with outside vendors and executive director regarding personnel administration.
